While there are some very good guides for this online already, especially on ffxiclopedia.com, they tend to have far too much information for somebody just wanting to raise their first chocobo, so this is a basic 'how to' guide on raising a chocobo.

For the purposes of this guide I'm going to assume that what you are after for your personal chocobo is a bird you can ride that will be at least as fast as a rental chocobo.

First you will of course need an egg. The easiest way to get one is to buy it from the young Mithra who is just down the small set of stairs next to the AH in Ru'Lude gardens. You can also easily get an egg from the Chocobo on the loose! quest you get from Brutus at the Upper Jeuno chocobo stable.
Once you have your egg, choose which of the 3 start nations you want to raise your chocobo in, this will probably be which nation you are from for ease of access to the stables.
Go and trade the egg to the chocobo raiser in the stable of your choice to begin raising your chocobo.
Chocobo raising goes by RL (Earth) days, and the timing for it starts from when you hand that egg over, so day 1 will not be over till the same time the next day as you started off at. Take this into account and make sure it is at a time when you will be able to be on game most days, to avoid missing a day of caring for your chocobo.
*Important* Raising a chocobo is not too time consuming, checking your chocobo only takes a few minutes, but if you are going to get a decent bird out of it then you do really need to check your chocobo once per RL day for at least 60 days! If you cannot make that sort of commitment then don't waste time and effort by starting something you can't finish!

Ok, so for the first few days your chocobo is just an egg, and your actions with it are limited, however watching over the egg a few times each day will have an effect on your chocobo's starting affection level when it hatches. Affection is THE most important stat for raising your chocobo. High affection determines how effective everything else is, and how often your bird gets sick/injured etc. A low affection can cause your chocobo to act up, or even run away, losing you precious days where you could be improving stats!
Remember, watching over your chocobo costs you nothing and can keep affection maxxed throughout the raising of your bird, whereas raising affection in other ways, such as special foods, will cost you a lot of gil.
After day 4-5 your egg will hatch and you will have a young chocobo to care for. This is when you get more actions to do daily, and also start using the 2nd most important thing in chocobo raising, the care plans.
I'll make this simple, for a decent fast, riding bird, you want to stick the 'take a walk in town' careplan on, and leave it on till your bird hits adolescence. Just fill all 4 plan slots with 7 days of this care plan. Your daily routine at this stage should be to take your chocobo for short walks, watch over it about 3 times, and remember to feed it afterwords so it will get all it's energy back for the next day.
To feed your chocobo, get some suitable food, gyshal greens are fine, cheap and available from the npcs at the stable in all 3 nations, 2 should completly fill a chick. Trade the food to the chocobo raiser npc to feed your bird.
At day 19 your chocobo will hit the adolescent stage. Stats will start to rise a little faster from the careplans and you will now need to feed it 3 gyshal greens a day to fill it completely. Switch your careplan to 'Carry Packages' and leave it there, it will stay on this for the rest of the time raising your bird. Switch your daily routine from short to medium walks, and keep up with watching over your bird to keep affection maxed. This is also the stage where the chocobo's feather tips will indicate if your bird is going to be a colour other than yellow. I'll not talk about chocobo colours here, as that is for a more advance guide.
Soon your chocobo will hit adult stage, and the stat increases from care plans will be at their highest. Switch to taking long walks with your bird and keep the careplan on 'carry packages', food shouls still be 3 gyshal greens a day. Your bird's Strength and Endurance stats should now be approaching 'First Class' (don't worry about having poor discernment and receptivity, these are only important for different types of birds, not for a riding bird).
Adult stage is also when you should be doing the quest for your chocobo whistle if you don't already have one, head up to the stables in San d'Oria and flag the quest. Make sure you finish it and have your whistle before you retire your bird from the raising program, otherwise you will have to raise another bird to adult stage in order to do this quest!
You can register your bird as your current riding bird from the chocobo raising menus.
Finally once your bird's Strength and Endurance both get to First Class level you are sone for the purposes of raising a fast bird to ride, and you can select the option to retire your chocobo. Doing so will free the stable up for you to start raising another bird if you want to, and will get you a VCS registration card and Chocobo raising trophy (same colour as the bird turned out to be). You'll need to keep hold of the VCS registration card as now the bird is retired that is the only way you can register it for riding, racing or to get choco cards for it.
One final note on status effects. During raising your bird it might get ill, injured, restless or in love. For the first 2 just switch one of the gyshal greens you would normally feed it for the required food item to fix the status effect. For a restless bird switch taking it for a walk that day for 'compete against others', and if your chocobo is in love, the best cure is a few nice long walks with it's owner.
That about covers it for this beggining guide, and if all went well you should be able to get a good fast riding chocobo for yourself.
